Biography

Education:

  • Graduated from the Moscow Institute of Physics and Technology;
  • He received additional education at Nanyang Technological Institute (Singapore) with a degree in Artificial Intelligence. The master’s thesis was devoted to the topic «Positioning robots based on the extraction of knowledge about the environment.»

Professional experience:

  • he was engaged in the development of decision support systems;
  • He worked in the field of project management, public‑private partnership and public finance;
  • had work experience in the Ministry of Finance of the Russian Federation;

From 2017 to 2022, he headed the Department for Regulatory Regulation of the Digital Environment of the Skolkovo Foundation. He served as the Competence Center for the federal project «Regulatory Regulation of the Digital Environment» within the framework of the Digital Economy of the Russian Federation program.

Key achievements and contributions:

  • co-author of the Concept of Development of machine-readable law technologies;
  • participated in the development of 523‑FZ on technology policy — the law defines the principles of interaction between technology developers, customers and owners of production lines, which helps startups participate in technological processes at the development stage and receive guaranteed orders if the product is successful;
  • actively promotes the idea of technological cooperation between developers, customers and production sites — this approach helps startups enter the market;
  • He draws attention to the difficulties of commercializing university developments and suggests forming ownership rights for industrial technologies in independent technology companies, rather than in universities.

Public speaking and expert work:

  • he spoke at the St. Petersburg International Legal Forum (SPIEF) in 2022 with a report on the legal regulation of AI systems, raising the issue of the subjectivity of artificial intelligence and the need to build legal interaction with intelligent systems;
  • participated in the plenary session «Techno-entrepreneurship. A generator of breakthrough ideas: from concept to startup» at the INNOPROM International Industrial Exhibition (2025), where he talked about the transformation of the startup landscape in Russia and new mechanisms for interaction between technology teams and the industry.
