Since 2024, Pavel Seleznev has served as PPP Senior Managing Partner at VEB.RF. He heads the project office for attracting non-budgetary investments into the space industry, including the development of PPP mechanisms. He is responsible for the preparation and launch of federal concessions to develop the country’s core airport infrastructure.
Pavel Seleznev is a Candidate of Economic Sciences (2010). He is the founder of the National Center for PPP (2009) (now the National Center “RAZVIVAY.RF”), recognized by the World Bank as the official PPP development institution in Russia. To advance the PPP agenda, he initiated the launch of unique educational and acceleration programs, major congress events, research initiatives with international organizations, and the national award for infrastructure development.
He launched the unified digital platform “Rosinfra” (2016), a management solution for handling infrastructure projects with private investment. For the first time, he consolidated the largest open database of projects, a knowledge base, and accredited experts and companies of the PPP market.
He has facilitated the launch of over 300 PPP projects with a total investment volume of approximately RUB 1 trillion in transport, social, and utility-energy infrastructure.
