He graduated from the New Economic School and the Plekhanov Russian University of Economics. He is married and has a daughter.

In 2018-2020, he was the director of the Department of the Ministry of Finance of Russia.

In 2020-2024, he led a number of high-tech projects of the Rosatom State Corporation

Since 2024, he has been the General Director of the LIFT Science Center.
Under the leadership of Mikhail Mikhailovich, LIFT brought together more than 100 outstanding scientists in the fields of genetics, biology, materials science, neuroscience and immunology.

The LIFT Research Center, in collaboration with the country’s leading medical institutions, is developing new approaches to the treatment of incurable diseases, creating vaccines against various types of allergies, researching the human brain and genome, and introducing targeted drug delivery technologies.
