Dariy Khalitov, Deputy President and Chairman of the Management Board of Rostelecom, is an IT leader with unique expertise in IT, digital transformation, project management and software import substitution. He rose from a project manager to a top manager of Rostelecom.

Darius’ career path includes working at Neoflex, Otkritie Bank. In 2017, he joined Rostelecom. Darius is at the origin of the IT transformation of the company - he has implemented many significant initiatives, participated in rebuilding the telecom operator into an innovative digital company, and held a key leadership role in ensuring technological independence of the IT infrastructure of Rostelecom and numerous companies within the group.

Currently, under Darius’ leadership, the next phase of Rostelecom’s IT strategy is being implemented, targeting the period 2024-2030. As part of this strategy, product development, development of new directions and expansion of business areas continue.

Among other things, Dariy Khalitov is the Deputy Chairman of the Association of Major Software Consumers (ACSPO), a member of the Supervisory Board of the Open Code Autonomous Nonprofit Organization, and a member of the Open Software and Microelectronics Working Group of the Digital Economy Autonomous Nonprofit Organization.

Darii Khalitov is a regular speaker at major industry and business events, is a winner of the “Top 100 IT Leaders” rating of Global CIO, was awarded the TAdviser IT Prize “For Contribution to the Digitalization of Telecommunications in Russia”, as well as the CDO/CDTO Awards 2025 in the nomination “Best CDTO of the Year in Telecom”.
